YouTube started counting a public view from the first frame of playback on August 24, 2026, on every format that plays: long-form, podcasts, live, Shorts. Creator Insider said it out loud on August 17. The old undeclared hurdle — the industry’s 30-second folklore for a long video — is gone from the number on the thumbnail. Open the video, the counter can move. Bounce in two seconds, it can still move. Shorts have worked that way since March 2025. The rest of the site just caught up with TikTok and Instagram’s idea of a view: exposure, not a sitting.

YouTube was explicit that this is not a raise. Partner Program pay still rides on engaged watch hours and engaged Shorts views. Analytics keeps the stricter number in the back room so a creator who actually studies the channel does not confuse a thumb-stop with a watch. Historical public totals on videos uploaded before the switch stay as they were. No retroactive inflation of the catalog. New uploads and new plays after August 24 live under the first-frame rule. Live entry counts when the player starts. That is the memo.

What will look different

Public view graphs will steepen without a matching steepen in average view duration. Thumbnails that used to leak clicks before 30 seconds will finally print those clicks as views. Channels that live on curiosity-gap titles will look bigger. Channels that already held people for minutes will look only a little bigger. Brands that buy “views” without reading the analytics tab will overpay for vanity unless their insertion orders specify engaged. That last part is the whole ad-industry subplot.

Creators who screenshot lifetime views as a personality will have a new era and an old era on the same channel. Comparing a 2024 video to a 2026 video on raw views will be a category error. Comparing engaged hours will not.

Why they did it

One metric across formats is easier to explain to a 15-year-old and to a media buyer who already lives on Meta. YouTube has been a collection of products that pretended to be one product. Shorts counting from frame one while a 20-minute video waited for a secret clock was an argument waiting to happen. They picked the Shorts definition. Consistency is the press line. Competition with apps that always counted a glance is the business line.

Revenue unchanged is the sentence that keeps this from being a payout revolt. If engaged hours ever quietly slim, that will be a different announcement. This one is cosmetic on the outside and bookkeeping on the inside.

August 24 is the date. First frame is the rule. The money still wants you to stay. The public number no longer does. That split is the update. Treat the big number as marketing. Treat Studio as the job.
